Lisa starts but only for root

I'm having a strange problem with LISa. I've used chkconfig to issue a
start on boot; chkconfig --list from a root prompt shows that it is
indeed starting for run levels 3 and 5, yet, I can only access network
shares from a root file manager; if I try to access from usr, I get "The
Lisa daemon does not appear to be running." Does anyone know what I'm
overlooking?
