Heres a top immediately before a groupadd command:

Here's the time output:
root at s2 ~# time groupadd docers
real 3m21.632s
user 0m27.710s
sys 0m9.414s
All of the group* and user* utilities take roughly 3 1/4 minutes to
complete. The only users loged in are my ssh session. Check out the
memory used during the groupadd. This is on a new P4 @ 2.6ghz
Everything else on the box appears to be normal.
