Have a look at the M.U.S.C.L.E. project at

Besides drivers and other software there is an existing PAM module
project linked
http://n.ethz.ch/student/mariost/pkcs11_login/
From my experience, first find out which chip cards are already
supported by an implementation. Chip cards are very different and one
software does not fit for all but a limited model.
