I agree.
Whether to upgrade an existing install or not is always a hard  
question, well, sometimes a hard question.

But for fresh install, unless you have severe bandwidth limitations and  
already have an older ISO, you virtually always want to start with the  
freshest.

There are some exceptions - some third party apps (like Mathematica)  
are supported on FC2 but not FC3 for example (I haven't tried it on  
FC3, it may work with nothing or just some compat libs).
