Reading .hdr files

Is there a convenient way to read a .hdr file?  Let's call it headump.
The output of "headump foo.hdr" should be similar to the output of
"rpm -qilp foo.rpm"; it would show what the foo.rpm does and what files
it provides.

The reason -- I'd like to build a database of the contents of the
contents of what's available form the rpm extras server.  It's not
always obvious from the name of the rpm what it does or what files it
provides.
