RPM problems

Whenever I try to install an RPM (rpm -i), it gives me an error. For example:

warning: firefox-1.0-2.fc3.i386.rpm: V3 DSA signature: NOKEY, key ID 4f2a6fd2
error: can't create transaction lock

I don't have internet access on the box I'm installing on, so I
download them from another system onto a flash drive and try to
install them from there, if that makes any difference. I'm using the
version of RPM that came with FC3.
