What do you mean by passwords?
System passwords are normally encrypted using one-way algorithms .. so there 
is no way to decrypt them.  So the second part of your problem just isn't 
relevant.
If you are talking about PGP (or similar) encryption, then yes, this is 
possible in perl, if you have the right perl modules installed.
