If you are installing Windows to a separate hard drive - follow my
instructions here:

http://mpeters.us/linux/dualboot_grub.php

Otherwise (installing on same HD) - I *think* what you need to do is
install Windows to an empty partition, it will overwrite your MBR, then
boot off of an emergency boot CD and reload grub onto your MBR for
Fedora, then boot into Fedora and add the WinXP boot option. But
someone else probably has precise instructions.

I prefer to make it possible to completely remove the Windows HD when
installing Fedora (and vice versa) which is why I do it the way
described in my tip page.
