auto 'X' bootup not modifing keymap.

To make the NumLock key setting irrailvant at bootup.  I changed
the /etc/X11/Xmodmap file.  I found out that when using a 'startx'
command the keymap was modified!  When 'X' was started automatically at
bootup the keymap wasn't modified.

I would expected that using 'startx' or 'auto startup' would always
leave you with the same 'X' setup.
