FC 3--where are the ptys

No. FC3 has moved to udev.

No and no.

Take a look at http://fedora.redhat.com/docs/udev/
In particular the bit that says:

"But I Really Want My Device Node!

Put them in /etc/udev/devices/, and they will get copied to /dev/."
