I have seen behavior like this in the past before.

The file created on the windows computer may be unaccessible because the
application that created it has not completely closed the file. Windows
will prevent a file that is in use by another application from being
opened by another application. Is the file still inaccessible after you
close the ATI video capture application? Or after a system reboot?
