squid ---file decriptors

OK, let me tell you what is happening when I put "ulimit -Sn 2048" (or any
value more than 960) command in  /etc/init.d/squid script

I restart the Squid. and then ---

tail -f /usr/local/squid/var/logs/cache.log |grep descriptors

2005/01/07 13:37:20| With 960 file descriptors available

but form command "ulimit" command shows the following:

ulimit -SHn ---- the value is 1024
ulimit -n ----- 1024

So what is my mistake here ?
Why squid cache shows 960 but not 1024 or even 961 :)
