This has been discussed before ( I can't remember the thread). However,
In Firefox, open the configuration in the browser (about: config) and change the
following:

 "mousewheel.horizscroll.withnokey.action"    0

"mousewheel.horizscroll.withnokey.sysnumlines"    true
