Why is LANG set to en_US.UTF-8?

Because UTF-8 is the future.
Use an UTF-8 capable remote connection. From what kind of system do you
remotely connect using ssh and with which application? If its PuTTY,
then you will have to configure it using UTF-8.

Normally not. Of course UTF-8 will not be displayed correctly then.
