Why is LANG set to en_US.UTF-8?

Because if you connect with a UTF-8 capable terminal, you can see and use
all of the proper international characters. (The chinese spam I recieve
looks *great*....).

Unfortunately, I don't think there's a good way to automatically negotiate
this.
