Ethernet not Starting

Hello there,
        i am using FC3. when ever i boot into my FC3 it says 
          eth0: entering Promiscous Mode
        then, i cant start my Network.
       so i have to change my IP address to  something like
172.192.111.99 and then activate my ethernet.when it gets activated
then i have to change my IP to 172.192.111.16 and reactivate it
again.since my ISP dont allow me to access 172.192.111.99.
