syslogd not starting

I recently noticed I wasn't getting any messages in the log files and that syslogd wasn't running.  Trying to start it gives me:
 
syslogd: error while loading shared libraries: libc.so.6: cannot open shared object file: Permission denied
 
Everything looks okay to me and I've been trying to track down why it gets that error but haven't found it yet.  Any help?
