Yum error message -- New twist

AFAIK yum should _not_ run fine as a normal user.  It has to modify
system files that a normal user cannot do.  

On my system yum *refuses* to run as a normal user and gives me a
message that I must be root to run yum.  This has been the case with
both FC3 and FC4.
