I'd put in my vote for Ilohamail: http://blog.ilohamail.org/

It works better with IMAP than POP3 but it works fine with POP3 if  
you can't bring yourself to enable IMAP. I've been using it for a  
while and its very fast and lightweight and handles encodings correctly.
