network restart (after this: only localhost up)

Hi folks

I got the problem, when i restart network (or start during boot), that only
the localhost interface is getting up, the others (eth0,1) dont come up. Its
troublesome, when i always have to go to the server directly instead of
remote administration.

Whats your opinion? Is that a bug?
