Restrict access to telnet Server

Hallo,
i want to set up a Fedora/Linux box to be accessable via telnet,
but it should be possible to log in with only one user account.
How can I restrict which users are able to log in with telnet?

P.S. Yes, it must by telnet. I know about ssh.
