System-Config-Langue Problem

Hi to all in the List.

Recently i istalled and update FC4 with support for the Spanish language.
The locale info is for es_ES, but i want to change to es_NI or es_MX, no matter,
but system-config-language only show one option like what is es_ES
(Spanish Spain)

I search in my disk and i found the local for es_NI, but i can't not change.

anyone help me ?
