Question about Fedora Upgrades

Just about everything is upgraded. The differences are far from
superficial.

Yes. However many of us have found that clean installs provide a better
result. I have been upgrading servers with no problems but doing a clean
install on desktops which are inherently more complex with gnome or kde
or both.
