AMD64 FC4 memory issue - 12248704k total

I have installed FC4 on a dual proc AMD64 system with 16GB of memory. I 
have found that stock FC4 will not recognize more than 12GB. Prior to 
FC4 this system had FC-something and it recognized all 16GB. What gives? 
Different kernel parameters?

I tried setting kernel boot options like mem=16384GB and many others 
with no avail.
