Yes, like this:

192.168.1.1	RELAY

(if 192.168.1.1 is IP of machine you want to allow relay from)

Or just use the Makefile in /etc/mail for this purpose.

> c. do sendmail restart

Restarting sendmail is not necessary after making database changes.
