ntpd not syncing

ntpd broke after updating from FC2 to FC3:
In ntp.conf, I have:
server 127.127.1.0 # local clock
fudge 127.127.1.0 stratum 10
In syslog, I get:
Jul 15 22:05:12 headache ntpd: ntpd startup succeeded
Jul 15 22:08:26 headache ntpd[8542]: synchronized to LOCAL(0), stratum 10
Yet ntpd still thinks its not synchronized (stratum 16):
ntpq> rv

It claims that it's not synchronized, and won't allow other ntp slaves to
sync to it.
