odd 'who -r' behavior in FC4

Any idea what is causing 'who -r' not to work as normal?

[root at numenor run]# ls -l utmp*
-rw-rw-r--  1 root utmp 5376 Jul 16 23:12 utmp
[root at numenor run]# uname -a
Linux numenor.steven-c-liu.com 2.6.11-1.1369_FC4 #1 Thu Jun 2 22:55:56 EDT
2005 i686 i686 i386 GNU/Linux
[root at numenor run]# who -r
[root at numenor run]# who /var/run/utmp -r
         run-level 5  Jul 16 14:36                   last=S
[root at numenor run]# who /var/run/utmpx -r
         run-level 5  Jul 16 14:36                   last=S
[root at numenor run]# ls -l /var/run/utmpx
ls: /var/run/utmpx: No such file or directory
[root at numenor run]#
