Linuxwacom installed, but configure program won't connect

Fedora List,

    I have Fedora Core 4 with the latest kernel, and a USB Wacom pen tablet.
    I followed the instructions in the HOWTO on 
http://linuxwacom.sourceforge.net/ as faithfully as I could. My USB 
Wacom device does work, but when I run wacomcpl, I get the following 
error message:

wacomcpl: using TCLLIBPATH="[list  /usr/local/lib ]"
We didn't find any Wacom device.
 Please make sure the device's
 type (stylus, eraser, or cursor)
 is embeded into its identifier string

Running wacdump gives me the following:
MODEL=Wacom Graphire3 4x5               ROM=3.1-4

    Does anyone know what I can do to get the wacom configuration utlity 
to find the wacom device? Right now the wacom is stuck in "absolute" 
mode, and I can not adjust buttons or sensitivity or anything.
