Technically it isn't.

It means that rhgb can be passed on the bootloader command line.
Since it's not a kernel parameter, the kernel completely ignores it
except for making it available in /proc/cmdline. The boot scripts
check that file when they decide if the graphical startup screen
should be displayed.
