upgrade issue - Gnome settings

Upgraded from FC-2 to FC-4

Don't have my menu settings in GNOME

I tried to clean up by logging on as root and moving...

/home/craig/.config
/home/craig/.gnome
/home/craig/.gnome2
/home/craig/.gnome2_private

to a backup folder and then logged on as myself and I still have no top
panel, no icons in my bottom panel. How do I fix this? Root has proper
launchers and setup in panels on top/bottom.
