[solved] installing fc4 kernel (new to fc but not linux)

Copying the file was not necessary. You just needed to mount the CD
and provide the full path to rpm, e.g.

# mount /dev/cdrom /media/cdrom
# rpm -Uvh /media/cdrom/Fedora/RPMS/kernel-devel-2.6.11.1369_FC4.i686.rpm
