Initdbs between minor releases are not required. However there have been
a couple of updates where you wouldn't get all of the changes without
doing an initdb. In those cases you can decide if getting the change is worth
the trouble.

There are some other options for minimizing downtime using replication
via slony, but that isn't normally someting someone using Fedora is
likely to need.
