Can't bind to dhcp address: Permission denied??

I can't start the dhcpd after i have configured it. the dhcpd.conf is OK.the
message in /vat/log/message says:

Feb 20 22:45:17 rf001 dhcpd: Please make sure there is no other dhcp server
Feb 20 22:45:17 rf001 dhcpd: running and that there's no entry for dhcp or
Feb 20 22:45:17 rf001 dhcpd: bootp in /etc/inetd.conf.   Also make sure you
Feb 20 22:45:17 rf001 dhcpd: are not running HP JetAdmin software, which
Feb 20 22:45:17 rf001 dhcpd: includes a bootp server. 

why does this happen?
