As why it has been dropped from Core, among the possible reasons:
redundant features compared with RPM's checksums, SELinux, a bit
conflicting also with prelinking, non-portable code (ExcludeArch is set),
possibly licence incompatibilities with GPL which may lead to it being
revisited and dropped from Extras, too, upstream has not done any
maintenance releases for a very long time, used code in Extras applies
some big patches to make it work with Unicode, ...
