Small Linux Distros

I was wondering if anyone could help me, I'm in the process of creating
a new network appliance and am looking for a small extensible rpm based
distro does anyone have any suggestions?

I seem to remember reading something a while back about a distro that
allowed you to create your own custom distro, or am I just going mad?
