When giving an advice like that, you should put in a disclaimer.  Deleting the 
~/.config directory will void all of your kde settings!  Kmail accounts, 
filters, whole addressbooks, calendars and everything.

Instead of following this dangerous procedure, try moving the ~./config to 
~./oldconfig and ~/.local to ~./oldlocal

Then you can restore bit by bit files from the backup to the current copy and 
identify the problem maker.  All that without losing all of your settings and 
data.
