Strictly speaking, UTC and GMT can differ by up to 0.75s. GMT is
astronomical (sun above Greenwich meridian), UTC is the average of some atomic
clocks. When they get more than 0.75s out of sync, we have a leap second.

(No doubt someone will now prove me wrong...)
