Error while intializing the sound driver

Hello
I'm new to the Fedora Core 4. I just installed it and created an account
besides root. When I log in with it I get the following error:
Sound server informational message:
Error while intializing the sound driver:
device /dev/dsp can't be opened (Permission denied)
The sound server will continue, using the null output device.
Why is this happening and how can I fix it?
Another issue that I'm having is CDs not mounting because only root is
allowed to mount this media.
Again, why and how can I fix it?
I'm using KDE
