unfortunately not, here is the response:

[root at localhost zoneinfo]# tzselect
/usr/bin/tzselect: line 53: /usr/share/zoneinfo/iso3166.tab: No such
file or directory
/usr/bin/tzselect: time zone files are not set up correctly
