That URL is for a Red Hat GPG key, not the Fedora GPG key IIRC.

All the keys you need for the default repos are already present on a
Fedora Core system actually. All you need to do is:

# rpm --import /usr/share/doc/fedora-release-*/RPM-GPG-KEY*
