susex? Maybe you mean suexec?
Suexec is a way for apache to run cgi under a different userid than
the one the server runs as.

What are the permissions on your directory and files where
Squirrelmail lives? Your webserver is running by default with apache
as the user:group, so the files in your webmail dir need to be owned
or at least rx to apache.
