Not necessarily. There are two versions of the menu that can be added to
a panel. One is an icon of a red hat, and works as you describe. The
other has two menus: the first has an icon of a red hat and the work
"Applications", the second is the word "Actions" with no menu. It works
as Jeff described.
Right click on a panel, select "Add to Panel", then choose either "Main
Menu" for the first one, or "Menu Bar" for the second.
