FC3 fail to activate (modem) with error 2

Your modem is an external one or internal? Please provide us with exact
information about it. If it is a so called "winmodem", an internal PCI
card based thing, then please look for the output of

/sbin/lspci -v
(not whole output, but the one for the modem)
