You should try hdparm -d1 -X66 /dev/hdc as root and on my Plextors (716A
burner and 116A reader) it works without problems. Still have to find
out where to put this statements for both drives so they work at startup
of the system.
The issue you see that you manually have to mount them seems to be a
universal problem with Plextors under FC (don't know about other
distros). Someone on this list also noticed this on FC (with a 716A and
320A) and filed a bug-report:

The hint about upgrading the kernel to a testing one doesn't help btw.
