For me it did: at least the external USB-connected IDE harddisk was 
working, but only at USB 1.1 speed.

After some reading I suspected a hardware failure - or are there still 
problems with SiS USB-connectors? - and bought a PCI-card.

Now both scanner and external hard disk connect perfectly through these 
USB-Connectors.
