sendmail not working for relaying messages

On the Sendmail host itself means relayed from localhost. That is
permitted by default (for good reasons).

See the /etc/mail/sendmail.mc configuration file and the DAEMON_OPTIONS
line, especially the comments about it. By default the Sendmail MTA is
bound to localhost only and will not accept any connection on port 25
from outside.
But this does not match the "Relaying denied" message as this requires
Sendmail seeing the attempt.

http://www.sendmail.org/~ca/email/relayingdenied.html

How do mail.relate24seven.com (65.103.191.30) and
nhpsde.heritage.unm.edu (64.106.114.26) play together? Last host seems
to be queried for both the recipient address @cs.unm.edu (though I do
not see it as an MX entry) and @relate247.com. Did you configure
nhpsde.heritage.unm.edu to be the smart host relay?
