I think you have probably come across this bug:
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=156949

util-linux-2.12a-24.2, which has just been mentioned on 
fedora-announce-list, is supposed to fix this. You'll still need to move 
the files from the /boot directory in your root partition to the "real" 
/boot partition though.
