how to get GRUB to use a configuration file

The command:
#grub-install <device>
will install grub on the specified device and use the grub.conf file
in /boot/grub so that is where your grub.conf file should be by
default.  Once you have installed grub, you no longer have to re-run
grub-install if you change grub.conf.
