useradd, groupadd problem!

I have tried to add a group with the following command

groupadd -u xx -r clamav

and I get the following:

groupadd cannot rewrite group file.

I have also tried to add a new user with the following command

useradd -u xx -r clamav

and I get the following:

useradd cannot rewrite the password file.

Fedora 3 and all of the latest updates.

Yes I was root at the time, yes I used an integer in place of xx on the
command line.

Any guidance would be appreciated.
