It's not immediately apparent that adduser and useradd are in fact two
different commands. 

useradd is essentially an alias of "user add", if I remember correctly.
Also, they seem to use different configuration files.

Also, just to add to the confusion, vipw and vigr might be alternatives
for the various "user <op>" commands.
